They are for both playing and collecting. The tickets buy your way into a tournament where you use the cards to win. Tickets sell for 90-100 fg per ticket and people buy the tickets to fund their entry free into tournaments. 700 tickets x 100 fg per ticket is 70k fg. The tickets can also be purchased on the MTGO site for $1 per ticket so 700 tickets costs $700.

For James and others who arent aware, they can also be sold back to the MTGO system for approximately the same value, minus a market fee. Seems to be a good way to get fg at the moment.
