Looks like I will have to investigate the "Damage Calculator" in correspondence with the OLD mechanics of the game where "Dexterity" had a hidden "Critical Hit Chance" percentage (%).
For old players before the introduction of "Ratios", dexterity was more prevalent because of more chance(s) to deal double damage (Critical Hit Chance), and this was NOT including "Critical Strike" mods.
Here is a breakdown of the game mechanics in the assumption of "Magic Luck" and the Event mod of "+X% Magic Luck"
Let us say you have +10 Magic Luck (on items) and you have a 1% chance that it effects items that drop... now, if an "Event has 50% magic luck EFFECTIVENESS", that 1% chance increases to 1.5% chance that it effects items that drop.
Thus, use the "Critical Strike" modification adding a % chance to your "Critical Hit Chance" ... Ratios increase your "ChC" and "CS" increases the % chance.
Okay... why have I thought about this reasoning? Well, after testing the "Damage Calculator", Bigheaded responded with the following;

Thanks. Had a look and it's to do with the way the game rounds down values. Not a bug and is accurate to how it would perform in game. Other than the fact the dps value ignores crit armor pierce, mob defense and a few other modifiers as not enough information is available for me to add these with any form of accuracy. Dps is mostly there for seeing how good quickdraw is and comparing heavies to standard weapons in an easy to read format

... Okay, I can sorta understand that, but alarm bells tell me that when you check out the "Ratios" of 75/25 and 25/75 ... why (WHY) does "Dexterity" have "LESS"... even if it has to do with "rounding down".
75/25 Ratio using Strength with Sword (0 Dex)
25/75 Ratio using Dexterity with Staff (0 Str)
Why is there a 0.5 Avg / DPS difference when the same BASE tier (level) of the weapon(s) are the same BASE average damage?
It is fishy, maybe even coding even though the "Damage Calculator" works as intended as in game.
