why doesnt intel raise max mana up?

whenever you level you get however much intel(before gear) in mana

so putting stats on intel or intel from equip wont raise max mana?

It will. Lets say you are level 1 with 15 base int. When you level to lvl 2, you will get +15 to mana and another stat that you put into Int. Then you level to lvl 3 and you gain +16 mana and another stat point to Int.

So on and so on

would it work the same with the gear equipped? such as:

lvl 1 15 base mana 15 base int+15 int robe
total of 30 int
would the chars next base mana be 45?

no, only the stat points you put into it count. intel on gear wont help your mana, thats why max mana is a separate mod.
