I would wear it while welling lower lvl items. If you are higher level and throw in low stuff they barely touch you regardless of armor.
For reference, I wear a lvl 35 scale with no EE, but it has 8ML. I just make sure I'm a good 10-15 levels above what I throw in.
Worth using until you find a better one, ML is the only way to find overspawn items (items with higher than the cap per tier, so like a 70ee tier 3 weapon when the cap is 60ee)
