That's kinda up in the air. They say it won't be Pay-to-Play, but I think it will be like some other games (League of Legends, Maple Story, etc) where SOME features you can purchase with real money. I heard this was happening a while back and it hasn't really ever been confirmed/denied as far as I can tell. Will be sad to see it that way but a lot of major game companies are going that route, to really milk the cash cow that is us consumers.
As far as system specs, you will want a pretty beefy laptop if you plan on playing it on one. Here's a link with the minimum and recommended system requirements from Blizzard themselves, the finished product should be right along these lines.
http://us.battle.net/support/en/article/diablo-iii-system-requirementsThe major concern is Processor/Ram/Video. You would want a newer i3/i5/i7 processor or AMD equivalent, at least 2GB ram in my opinion, and a nasty video card with 1GB+ ram on it.
