Tier II isn't normally until Prof 5. If you do before that it will be harder ofc.

You are actually supposed to find Epic+ Tier I's, but those are really hard to find ofc.. so you do Tier II

Ya very, and it doesn't get any easy with higher levels.. because there are not as many too choose from, so it takes longer

Right now you only have a 30% chance to pass any Tier II.
