Still playing with the charter. Got the normal banner back from Ryan, sent a request to Warrych for a more neutral style banner, and changed the colors around a little bit to add some more contrast for Ryan's banner.

Also moved the Slashers List from Rags to the bottom of the charter, so it's not blocking everything up.

Saf, if you dislike any of the changes, feel free to switch them back.
