The only way I've been getting the ones arcane and above for you is by welling them haven't seen them drop give it a try. All that I'm welling is tiers 1, 3, 5 right now rest go to Kaspir

i got rank 12 today in transmuting ty 4 all the items u sent me it helpes alot!
now i need only tierIII mythical+ and all from tier IV (lvl 5)
