1 - Team leaders keep their teams (with the exception of jw4000 whom gets his own) + New members join each team
2 - Randomize teams but keep current 4 team leaders

as you guys are promoted from evaluation, you will be put onto teams in sets of 4

so, once all 4 have left eval, you will all be set onto a different team
