I think I mentioned this before, and not sure if there is really anything to it. But I well as I am leveling. I don't really use a high level weller any more.
As I level, if I find a white I well it right away. I welled that on my lvl 25 mage

Give it a try, for some reason I seem to find better stuff when I well like this.
