Possibly use "younger generation" instead of "growing generation" and I think that covers everyone you are trying to describe?
This is how I would write it, I fixed a few things so read it over carefully, forgot to bold them.
The state could reduce their police forces and collect additional funds due to the selling and taxation of drugs.
The money saved and earned could be reinvested into proper schooling and education, which would help form a well thought-out and well educated youth of tomorrow.
This may lead to a younger generation who could make their own decisions in terms of conviction instead of being forced by by the law.
