Crit works on both casting and melee, at least for right now.

There is a 9 str difference in those two, not really a huge amount.  The 5 crit will make a rather large difference, plus you can use it 20 levels sooner.

If it were me, and there was not a huge difference in price, I would pick the level 35 hands down and just use that all the way to 71 until I found a better replacement.
