It used to be if you had no actions, you couldn't even click the item. Also the first person that clicked it was guaranteed the item. Wasn't exactly the fairest option, now it randomly "rolls" whoever clicks it, and it's supposed to be all up to chance.
Here are a few observations of my own:
I have got an item by clicking it first.
I have got an item by clicking it at the last second on the timer.
I have got an item that everyone else had clicked on before me.
I have got an item that everyone else had clicked on after I did.
I have missed lots of high EE items.
What I can gather from the observations, is that it is based on luck, nothing more, nothing less. The reason you miss the high EE stuff is because everyone actually clicks those, whereas some of the other things maybe you and one other person click, so it's a 50/50 shot instead of 1 in 5 (if full group and everyone clicks)
My advice:
KEEP CLICKING! Also, position the drop box in a handy spot. I have mine vertical, on the right side, and I make it 2 items wide and about 6 tall. Sooner or later you will get stuff, just gotta be quick, lucky, and active!
