If 4% exp gained makes a significant boost to my training, ill use along with my 9% one i have

I'm looking for level 20-71 gear for a fighter guys no specifics, just gear that would get me there so I can feel special with 1-2 guild points

I'm thinking of switching my wind setup to either fire or ice

Anyone have any recommendations on which one is better? I know ice would be more of consistent damage, but fire looks like it was decent "low end" damage and good "high" end damage as well.
