As far as I understand magic luck it effects the chances of getting more magical stats on an item. If welling without ml you would mostly get magic items. But if you had a lot of magic luck you would have more of a chance to get items that have more then just magical such as rare - mystical - angelic - mythical or above.
I do not think it gives you a better chance to get a 200ee+ item but if you get an item with more magical stats then you would have a better chance of getting a good item.
