Master quest is enabled at lvl 71, you should find out exactly what it is for yourself but all i can say is...pink unicorns =/ =/

A lot of the times it can be lvl 40 or 45 also despending on how good it is. I have a MQ-able lvl 0 charm too but a dex build char as long as their mq armor had ncie str and dex on it.

42 dex is on the lvl 0 charm I have plus a few other things. hehe.
