If you are in a group cata and you are the driver, that could work if the others deal decent damage to compensate it.
But regarding solo, i would say no because you sacrifice a LOT of killing speed. Doesnt help to get extra exp if you cant kill the mobs quick.^^
Imo exp is a very nice ADD if you have decent main stats like ee, str, dex or int, but exp as a main stat is only something for decent cata groups, imo.

Plain exp items are meant to go to malte as glyphables
