Try to stop someone that is on meth, acid or another hard drug that makes them uncuntrollable. Sometimes this is the only way to apprehend them

To be honest... "Angel Dust" was the reason for another form of counter measure for police to catch those types of people. It ONLY failed because others found a way around it, just like people that play games to make it easier.

Anyway: Drugs of any type control that individual based on their upbringing, so, certain people will respond differently based on many factors that I will not divulge.

Anyway to answer your question: "Open palm upper cut strike to the individuals throat (using the edge of your palm or thumb knuckle strike), the recipient to that strike will respond instinctively whether they are on drugs or not.

I've seen so many stories of taser guns saving female officers in the heat of duty. Perfect examples of how taser guns are a great substitute over black powder firearms. Where a female officer had no chance against bigger, more dominant men. The taser saved them from who knows what.

E: A strike to someone's throat, can and will do more damage to the individual than a jolt of electricity for a few seconds. Depending on how hard you hit, you could collapse the throat and kill a man doing that.

Today I learned that PCP gives an Unfair Advantage™ to criminals and cops need the taser to even things out.

Maybe if Cops would have tazed this guy at the White Castles a couple miles from University of Cincinnati he wouldn't have died from the cops and we wouldn't have had our 2003 riots. PCP had him taking on 2 cops:
