you have to start fishing lvl 5 fish at a lower level in order to get the herrings. you can manually type in a higher level. Keep on cooking herrings until you get lvl 6 cooking prof (no more exp from herrings), then move onto cod.
I've been really bad lately with fishing, just haven't had the time to do anything in the past few days
