Edit: Found it. Go to the "settings" link at the top of your screen. It should default to Account settings. On the right, there are 4 checkboxes. The fourth is the "quick reply" option. Make sure it's checked. If it's checked, and you still don't see the quick reply box? Um... Dunno. Maybe PM Paul and see if he's done something to disable it for some reason?
