maybe its the stats of the item that are 9 lvls lower, so you need to be lvl 64 to get the max stats (lvl 55) not sure why ill research why 64 is often called the best lvl.

I am one to concur that if you are making an actual "Welling" character... then level64/65 is the optimum level to well ANY tier item to get a level 55 item side drop...
I was thinking more for people like myself... not much fg to invest in welling gear etc...
So... it would be more beneficial for me to try and well items as I increase in levels...
After typing this up... I can see that it is better for me to carry on welling as I go... and IF
I can well items @ the same level with 100% success rate... then I should just do it.
