You'll see when you get there, but no, you can do Tier IIs before rank 5. (and 3's before rank 10, etc). It's "easier" than Glyphing.
as one of the experienced glyphers i got some theories already how to transfer this to muting and put some ideas into practice soon hopefully.
im pretty confused in some parts of the new effects, too. e.g. if all my investments are worthless. but wait till all the consequences and details are know
