he played poker at some point or betted in the bar and pub games forum, and didnt pay up his bet, so he gets listed on an unofficial list called the "Welcher List"

its nothing that can be used against you formally in JSP but it shows character as a member, we have a rule here that we wont allow welchers in unless they repay, cause we want GM members

EDIT: hope you dont mind me going into detail tyler, its more for his benefit in progression on jsp then to say anything against you!
