Should I keep my dex and str about even at low ( level 15) level or go for 1 higher than the other? Its a fighter.

I'd get your dex up to 120 first (with your MQ gear on), then pump str the rest of the way. See what Rick thinks though.

at that level doesnt really matter, i personally just pump dex until higher lvls

~~ Sorry to see you leaving. I hope you don't feel you were "kept down" due to old decisions. I believe the voting members (Consul and above, for those who wanted to know) were just waiting for some more things to judge you by today in order to nominate you to move up some spots. A big part of the hesitation was probably a wait-and-see attitude about whether you would stay around.
