Its not exactly like it. To get it, you have to get a 25 kills streak without help from killstreaks like blops. And when you use it, it doesn't end then game. It kills everyone on the enemy team, and then for the rest of the game your whole team gets double exp. and the enemy is EMP'd and is unaffected by assassin pro.
(assassin pro prevents you from being effected by EMPs but still can't use killstreaks)

So yeah, harder to get then mw2 nuke
