Long story short, you have weapon masteries now. The more you use a weapon or charm, the higher your proficiency rate goes up.

Haven't heard of anything being implemented to help prevent doing 1-10 or 1-20 over and over again to raise prof ranks

I assume you could but it's probably harder to get higher proficiency ranks than it is to get the lower levels. 1-2 it taking longer than 0-1 did...for example.
You would have to do a bunch of 1-20 and reroll. Plus, that would only give you 20ee added on to your weapon damage...or so I assume.

About 5 levels, give or take. Took me 5 to get my first and it's a bit slower going for my second.
