I think using % is the wrong way to think about it. it has to do with rounding.
lets say you have a wep that does.. 1-100 dmg
and each point of str is said to add about .9 % dmg
so.. the 1st point would give you .9 of a dmg to your max. so you'd be doing 100.9 dmg (then it would round it to 101 dmg)
then the next point would give you 101.8 dmg (and round it to 102) and so on.
when you reach 104.5 dmg (which is rounded to 105 dmg) and add .9 dmg you will end up with 105.4 dmg (which DOESNT get rounded up) so. that particular point of str didn't add any dmg to your max.
and the same goes for the minimum dmg.
It might take alot of points of str (with a low lvl sword) to see the minimum dmg increase
