Only Hard points to your synergy adds to your skill damage... so +Skill items do not add.
Berserk will help when you are in Hell Difficulty vs Immune Physical, also the magical damage is added to your Frenzy skill... only thing is... you can not leech from the Magical damage.

You can test your welling prowess as you get to certain level breaks and your gear...
I only well items during certain levels because I can with 100% success...
do
note that welling can help you know where your build is weak at those levels and you can build on that
I can not successfully well items once my character reaches level 40, so I can not well items that are level 30+
