I'm not 100% sure about this. But after i got scammed by Rafaels for that 218 ee XIV staff i looked for another one, and if i remember correctly, i seem to remember almost buying this exact staff..

I'm not sure from who, it was a while ago, i might be wrong, maybe it was like 198 ee or something, but i think it was this one..

Sucks that it happened, but i do know how it feels, has happened several times to me/guild.
