Rick's quote is just for trade threads. Asking a P/C on an item you have thoughts about buying is different.
I'm not saying that you should go around posting for P/C's on any old item you see, but it's by no means against the rules to post one to get an idea of an items worth if you're considering buying it.

The only BM thing about it would be if you saw a really good item or something and you post in the P/C forum because you're just curious or whatever. Only do it if you actually think you may buy it.

This is true... it is not illegal.
You have to be interested in purchasing that item
You do have to at least post / pm (with proof) the person selling that item



People do not like it because they are trying to sell it for a higher price than what is "Price Checked"
Like me selling my Axe... it was PC'd @ 400-500fg... now I sold it for 800fg...
If that person went along and posted a PC on it... I know I would have been annoyed... but not pissed really
it cost me nothing to find it...
