it has to be done when the sig image itself is exported from photoshop. the image can be reduced in quality/size/format to reduce size and thus become a smaller amount for the dynamic. although the amount of information pumped into the dynamic will change the size somewhat most of it has to do with the base image and its quality, size, format. some formats allow different options, effects in dynamics due to the limitations of php4. understand?? u can not just copy the image and shrink it because thats just wut it would look like at that time. and will no longer be dynamic. dynamic sigs have a coding that allows for all kinds of information. the directory linked to ur dynamic will contains the main dynamic code as well as images, font files and more. thus why no one but the one that has access to the dynamics directory to change the coding.
