think I'm goin to go with an armor of 40+ dex and melée mods of some sort

does skill rank 24 mean i have to have lvl 24 prof b4 i can use it?

yes, that is what it means i believe.

and magic splintered rods are level 0 requirement.

I have a few you can have if you want to test it out.
