Having more points added in an ability increases what?

a - charging speed
b - dmg
c - ?

a/c - it representsth % ofchance to gain acharge based on the action needed to charge it up. So it you have 66% under a weapon based ability, roughly 2/3 hits charge it up

oh, and the more you charge_ the higher the dmg
