dont mute at low levels, make a chara to mutes, best ~77 lvl char with magic luck stuff

im not really sure what to believe as far as what affects muting...those alpi's minions guys just muted a 65intel robe with a 0 magic luck lvl 70+ char, and ive heard people muting crazy stuff at level 1 as well, so i donno if magic luck and level really affect mutes
