There is several users on the trade forums who have up to 30 topics they bump every four hours purely for post count, within the rules there is little to do about it as they are not breaking any rules despite the fact that they never trade and only bump for the post count.
A simple solution is to make bumping without the post button a thread closing offence and to make bumping with the button not give post count.

You can't aim to restrict people so much they won't want to stay.

I believe the idea is to keep a guideline of rules (Think of these as "real-world" laws) and allow the person to use free will to decide if he/she wants to abuse or break them.

I'd have to say 80-90% of people early bumping know they are committing a violation. But just as a speeder decides if he/she wants to speed, we also choose if we want to break a forum rule...and endure the appropriate consequences.

There is exceptions to posting before the bump timer, although most of the users do abuse this.
If you see something, report it.

This isnt about early bumping, its about people who make 20+ topics in trade forums for items they are not buying or selling then bump them every 4 hours for post count only.
Diablo clone for example has a post, selling gold and his price, he bumps it every 4 hours, he has been contacted by at least 10 people and never replied to one of them, they accepted his bin price.
He has 66 thousand posts and like 0 trades.

But like he says, sometimes there are reasons that make it ok to bump before the timer, if you forbid bumping without using the bump button then it people wouldn't be able to bump before the 4 hour time limit when it's justified

If he's posting within the rules then nothing can be done.

Offering items and not trading them is bm, but not ilegal; it's up to him if he wants to trade them or not.

I don't understand why someone elses post count affects you.
