Remove "Post Already Reported" upon a thread being closed - meaning if a thread is closed, we can still report a post if it violates any rule broken.

Definitely, it does happen that moderators sometimes miss things in a thread, and it really saves the time of both parties in needing to send a PM possibly.

all posts in a closed thread should be handled already. If its not, that's a concern for gary, sgull, or hapycmpr to address.

The reason the option is not available is because everything in the topic should already be reviewed.
