All of those examples that you provided are unofficial claims. The only official statements are obviously the ones that originate from blizzard itself.
In my opinion, if there was an added section for posting patch notes then it would likely be abused and spammed (as those threads were).

Yes they are unofficial claims. What I meant by adding a sub forum was to add a discussion forum so users could discuss opinions. I think it would be easier to moderate as well as cut down on the spam.

If you want to discuss on how a patch affects the gameplay this would be the place to talk about it. (Excluding auction house)
