I think they shouldn't as they're not really quality posts, and when you go through someone's recent posts you may see 'Bump' all over the place
Not sure if this is actually possible, but yeah, bumps do not add anything of quality so why should they count?

e/ I agree early bumps should not be a +1 but a legit bump is a legal post so i think thhey should be counted.
