It seems that there are not very many active mediators for handling the scammer repay threads. I don't know if this is due to lack of mediators, or due to mediators dragging their feet to punish the scammers or if it is a combination of factors. I think whatever the cause is though that it should be fixed. Some will say "The scammers deserve to wait a long time to get unlocked." This mindset punishes the victims of scammers as well though.
Lack of mediators should be easily remedied, just recruit more.
If you just want to punish the scammers without shafting the victims though, maybe set a minimum time frame for lock. For example first offense scammer account is unlocked no less than a week from date of repayment, and increase the lock time by 1 week for each subsequent scam. Then make the initial repayment a higher priority so the victims aren't waiting around needlessly but the scammers still have to deal with their accounts being locked as punishment.
