I don't have a scammer tag so I don't rly know how this feels but users with a scammer/locked tag doesn't have the right to pm.
Should make it so that when a user is trying to pm a scammer he can't even send the pm. I've seen scammers trying to sell cd keys/runescape pins thru pms (make the subject with username).

tl;dr make so scammers can't receive pms instead of confused users trying to pm them.

Nope, in my opinion they should keep it the way it is, because simply when you are locked and tagged, you would want to get it off therefore want to pay for what you did, so pming game name to sell stuff...etc otherwise they wouldn't be able to sell anything. thats my point of view.
