I think there should be a way to report someone for reposting the same thing multiple times within 4 hours. There has been alot of this on USWest SC Ladder

It's considered early bumping, report it as such
If it continues excessively, gather the links and send them to a trade assistant / moderator.

Early Bump:

Posting 2 back-to-back posts in one thread before 4 hours.
Creating several threads to bypass the early bump rule.
