I see a lot of people making new multis after they are caught, tagged and booted from JSP. Would it be all that difficult to have an automatic IP scan in place so Locked / Banned accounts would block the entire unique IP from creating another JSP account?

The only downside I could see is that a library / school hub could get blocked from creating accounts. But honestly, why wouldn't those people make their account on their home internet provider?
