Name changes don't change the user ID, only the name itself. And to add that would just be another thing the mods would have to keep up with.
And that would mean anyone could accuse you for scamming, these things go on for months without being answered.
So not being able to change your name just because of some douche bag possibly for months would also be a bit screwed up.
And being able to spend forum gold is already taken away at a certain warn percent I believe. Which would prevent them from being able to do such anyway.

Well obviously it would have to be monitored, but I'm not on about the user ID, if there are multiple threads accusing someone of being an unperm as perm seller for example, usually jsp users would remember their name and know not to buy from em, but if the scammer changed his/her name, they could just start a scamming rampage again, since jsp don't lock that easy when it comes to unperm selling
