In order to run, a user must be retired.
After they've been away from jsp for at least a years, they can be nominated by anyone and at least 75% of selected voters must vote to approve them.
If at any point, the retired user logs onto jsp again, the year restarts and they must wait another year.

Also quite the spammer. He was quite the legend in his heyday. Unfortunately, he died shortly after his prime due to ALS. Before than, he considered himself to be the luckiest man alive and gave a kickass speech.
