2. Read the rules for signatures; not only is the size of your image too large, but you can only have three lines of text if you choose to use an image (including the extra lines of space, I believe).
3. Yes, your image must be within the 400x150 limit, otherwise it must be removed.

The entire size of your signature shall not exceed 400 pixels wide by 150 pixels high.
Text sections of your signature shall not exceed 6 lines of text if you include no images, and 3 lines of text if you have an image.
Total size of the images contained in your signature shall not exceed 70 kilobytes.
