This should be a case-by-case violation. Ie, if it's before 5am and a topic has been on the front page for 8 minutes with no sign of leaving, having multiple topics to bump is quite a time consuming process. Imo, we should be allowed to have more than one topic in the top 50 if they've been there for more than 3 minutes or so.

Here's a screenie of the top 50 with a timestamp on it
took about 4 and a half minutes for that to completely leave the top 50. I took the s/s so you can see the price guide at the top and see how far it's gone and how far it has to go. Obviously the topic I'm referring to is my topic, "Vicious V/t Ft". It took about 4 and a half minutes to be off the top 50.

Your point is understood, however...
In most cases this is not necessary, even if the thread in waiting is day(s) old.
Waiting five minutes for the first two pages to pass (top 50) is reasonable.
