This suggestion is simple, and easy to visualize; if you need a graphical example, simply look at the post, reply, quote, or edit functions of this board.

Suggestion:
Embed the quoted text in the report form page into an inline box, that is scrollable and fixed in size.

This will limit the entire report post page to one browser window, without necessitating scrolling down to the bottom of excessively long posts (e.g. those containing images or poorly formatted trade lists, etc.). Not only is this beneficial logistically, it is also aesthetically pleasing. Furthermore, it keeps with the theme of the rest of the site, as inline boxes are used to maximum efficiency in many frequent functions.

I want feedback, not binary replies, so please elaborate in your responses.

No idea if this would be implemented or not, but it makes sense :)

I like the idea of a drop down menu for reporting ...

Images can definitely shift pages a bit and end up messing up a report reason, so I see what you're thinking here :)
