Should warns not related to spam affect your flood filter, why and why not?

I have friends that constantly complain that they shouldn't have to wait longer to post because of something that wasn't spam related.

ie:

Should they have a choice to "Lengthen users flood filter time" Due to the reason the warn was given?
Or leave it how it is.

It's fine how it is imo

When you get warn you gotta pay the "consequences" I guess

(inb4 some random says I've never had warn before... I have)
