Ok locked users cannot send private messages on the forum.

The Gold: Locked status means your pending investigation.

I am just proposing that you are allowed to PM when locked, but have the right taken away if your a Scammer tagged user.

Some users are locked because they requested their account to be locked up in suspicion of keyloggers etc.

Just a thought!
