Well for starters there should at-least be an IP matching system that puts a little link near their name for you to click on and see what other accounts are related to that IP (without showing their ip)

That would be a good start, I know njag probably has something like this admin side, but i'm talking client side here for us.

no one cares enough, if they scam they will be dealt with otherwise its a waste of time

They can influence things, for example prices since the searching function doesn't go very far back and can be easily overflowed
